I want to build a computer for DAW using Studio One 2.5 Producer on a PC system. What would be the best soundcard to use to run this program and to eventually upgrade to Professional? Any recommendations?

Hmm.. maybe a bit more info is needed here?
How many ins/outs do you need? MIDI? etc....
And since this is a Presonus forum, my guess that some Presonus interface will be mentioned! duh!
So, just peruse through the site and find the one withe the options you need.
As usual, Google is your best pal...

Since it's a Presonus product perhaps a Presonus interface would be desirable?

Knowing what you have planned for the recording would be very helpful.
We would hate to recommend a StudioLive 24 when you only want to record yourself playing along with a guitar.
The full specs of your computer and version of Studio One you are using placed in your signature line (like mine below) would make future assistance easier as well.
Let us know what you've got planned and we can definitely provide suggestions. Understand that we will lean toward Presonus interfaces for obvious reasons and also the fact that there are templates already in Studio One for them.

IOS app appears to work fine, although I have had a few occasions where the amp gets confused when switching (rapidly) from a tone cloud patch (not downloaded) to the standard app ones.
